Is the Apostille Convention in force for this route?

Locate both states, then read the EIF column and any linked objection or declaration. The table expressly includes parties for which the Convention has not yet entered into force. For example, the table checked on October 24, 2026 lists Thailand with an entry-into-force date of February 28, 2027. Its presence is not evidence that the route already operates on the review date. Recheck for the date you will use the document.

Does the document itself qualify for the apostille route?

The Convention covers specified public documents and notarial acts, with express exclusions including documents executed by diplomatic or consular agents. Do not automatically label every company paper or consular record eligible. Read the relevant authority’s document guidance. A Florida state record and an FBI report still use different U.S. authorities even when they are going to the same country.

When could embassy legalization be needed instead?

Ask the recipient to identify the document, authentication form and accepted translation. For a non-Convention route, the U.S. Department of State publishes separate federal and state document preparation instructions; additional mission attestation may be necessary. Do not assume an apostille can simply be renamed an authentication certificate or that every document has the same chain.
