Which Panamanian procedure is the document for?

HCCH records Panama's entry into force on August 4, 1991 and the United States' on October 15, 1981; Panama's accession is not marked with an objection affecting this route. An in-scope apostille removes the Convention legalization step, but it does not prove that the document meets a residence category, university admission rule or family-travel condition. Obtain the receiving office's exact category and list, including record age, originals, copies and translator credentials.

Birth certificates and child travel: do the same rules apply?

First establish why the record is needed. Panama's published temporary family-reunification residence checklist, PRT-FAM, names birth, marriage or custody evidence as applicable proof of the relationship. That list does not make the same birth certificate mandatory for every residence category. When authentication of a Florida birth record is required, obtain an official State Registrar-signed certificate and a Florida apostille; notarizing a photocopy is not an alternative.

A child leaving Panama is a different case. The National Migration Service's child-exit page describes when birth evidence and parental authorization are needed. For foreign-issued documents in that procedure it specifies apostille or its stated consular-legalization alternative, plus the required Spanish translation. It expressly excludes nonresident minors from those requirements. Confirm the child's actual status and travel arrangement with the competent migration office before preparing the packet.

Where is an FBI report for Panama apostilled?

The U.S. Department of State handles the apostille on the federal FBI Identity History Summary. Florida does not authenticate the FBI official's signature. Keep the federal document in its eligible original/certified form and do not notarize it. Ask the receiving Panamanian authority whether it requires FBI evidence, which countries of past residence count and how recent the report must be; a state police report is not automatically equivalent. The PRT-FAM checklist's general reference to a criminal record is not proof that any U.S. background check will satisfy it.

Does an apostille complete diploma recognition?

For the Universidad de Panamá's homologación procedure for foreign applicants, the checklist currently linked from the university's downloads page requires an authenticated/apostilled diploma and grades, academic-program information and official Spanish translations of records in other languages. It also lists a prior undergraduate-equivalence certificate where applicable. This is that university procedure, not a promise that apostilling the diploma authorizes professional practice or meets every employer's requirements.

Before ordering U.S. certification, ask the university which academic records and originals it needs. Coordinate the Florida diploma or transcript with the registrar and the state authentication authority. Florida's published transcript preparation differs for public and private institutions: public records use a notarized registrar/issuing-official transcript; the private-school route describes a printed notarized transcript with a copy statement signed by the student or custodian. Do not assume one notarized diploma substitutes for grades, curriculum and other required records.

Does Panama require an authorized public translator?

The child-exit instructions require an authorized public translator with the Panamanian authorization resolution identified. Universidad de Panamá's homologación checklist calls for an official translator; its separate foreign-degree evaluation form specifically names an official Panamanian public translator. These are distinct procedures. Panama's Foreign Ministry publishes an authorized-translator directory and language pairs, which can help identify a translator but does not itself prove that translation is required for every filing. Confirm whether the apostille, seals and attachments must also be translated.

Can the Florida stage be handled without a trip to Tallahassee?

Eligible Florida records can be processed without your personal visit to Tallahassee, including through administrative service assistance. First identify the exact Panamanian procedure and required document version. FBI processing, accepted translation and the Panamanian submission are separate stages; some procedures may still require personal attendance. Ask for a case-specific quote covering the agreed work, rather than assuming one government fee includes every stage.

Related questions

Is Panama consular legalization added after a U.S. apostille?

For documents within the U.S.–Panama Convention relationship, the apostille replaces the covered legalization formality. Separate translation and filing requirements still need to be met.

Does the child-exit checklist apply to every visiting child?

The cited migration page expressly excludes nonresident minors from those requirements. Confirm status and the actual travel circumstances instead of treating that page as a rule for every visitor.

Does an apostilled diploma complete homologación?

No. The university has its own application and academic evaluation, with grades, program materials and other items as applicable.
